The adoption of a trade agreement would also bring Vietnam closer to obtaining US trade advantages under the Generalised System of Preferences (GSP), which will allow many imports from less developed countries to enter the US market duty-free. (21) In addition, Vietnamese officials consider the bilateral trade agreement to be an important springboard for WTO accession, as it provides them with non-discriminatory access to all WTO Members. Not only do they believe that the BTA is necessary to secure U.S. support for Vietnam`s application for WTO membership, but they also see the processes of negotiating and implementing the agreement as useful in elevating Vietnam`s legal, regulatory, and economic systems to WTO standards.
